Carolina Forest is a bedroom community of Myrtle Beach and the entire community is no older than 10 years.&lt;br /&gt;&lt;br /&gt;I remember driving through the future Carolina Forest area with a friend way back in 1996. International Paper owned thousands of acres and although much was planted with timber, most of the &lt;span id="SPELLING_ERROR_2" class="blsp-spelling-corrected"&gt;acreage&lt;/span&gt; was not harvested. We saw evidence of bears and other wildlife that sadly has been displaced by man.&lt;br /&gt;&lt;br /&gt;I've lived here since 1976. I still lived in &lt;span id="SPELLING_ERROR_3" class="blsp-spelling-error"&gt;Murrells&lt;/span&gt; Inlet (20 miles south of Myrtle Beach) at the time and would help out some friends who had several shops in Windy Hill Beach (North Myrtle Beach). Rates on fixed rate home mortgages dropped this week, according to Freddie Mac's weekly survey of conforming mortgage rates.&lt;br /&gt;&lt;br /&gt;The 30-year fixed-rate mortgage averaged 4.42% for the week ended Aug. 19, the lowest since Freddie started tracking the rate in 1971.&lt;br /&gt;&lt;br /&gt;The 30-year mortgage averaged 4.44% last week and 5.12% a year ago, according to the survey.&lt;br /&gt;Fifteen year fixed rate mortgages averaged 3.9% this week, down from 3.92% last week and 4.56% a year ago. This week's average is also the lowest since Freddie Mac began tracking it in 1991.&lt;br /&gt;&lt;br /&gt;Five-year Treasury indexed hybrid adjustable rate mortgages averaged 3.56%, unchanged from last week and down from 4.57% a year ago.&lt;br /&gt;&lt;br /&gt;One year Treasury indexed ARMs averaged 3.53%, unchanged from last week and down from 4.69% a year ago.&lt;br /&gt;&lt;br /&gt;To obtain the rates, the 30 year fixed rate mortgage and the one year ARM required payment of an average 0.7 point. The 15 year fixed rate mortgage and the five year ARM required an average 0.6 point. Murrells Inlet is known for many great seafood restaurants and of course, lots of good fishing.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;I caught my first redfish (red drum) a few months ago and I really enjoy going out on the water, especially early in the morning when it is so quiet and peaceful. Since I can't predict the future, I always rely on the past to give me some insight.&lt;br /&gt;&lt;br /&gt;Our ocean front market is busiest in the early to late Spring.  In fact, prices typically go up at that time due to multiple bids on the choicest properties.  We start to see a slow down during the months of July and August as investors realize that they will not be able to close in time to take advantage of the heaviest rental income months, namely June, July and August.&lt;br /&gt;&lt;br /&gt;Also in the past, price was more negotiable in the Fall and Winter months as sellers realized that buyers wouldn't make the maximum rental income.&lt;br /&gt;&lt;br /&gt;My advice is to make your ocean front condo purchase anytime during the months of September to February.  If you wait too late, you will probably end up paying more for the property.  So, even if you do buy in September or October, you will still be getting some rental income and you could buy at a lower price.  Bidding wars can be avoided by buying in this off season.&lt;br /&gt;&lt;br /&gt;If I was going to buy a single family home then anytime is a good time to buy. July revenue is expected to see at least a 20% gain.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Tourists are spending more money while they are here. He stated that even if the oil from the BP catastrophe in the Gulf were to make it into the Gulf Stream, South Carolina beaches should not be affected in a serious way. He stated that because of the way the continental shelf is along our coastline we have some protection from the oil. He does not anticipate any substantial problems along the South Carolina coast.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;I spoke with Phil Wehrung yesterday who is the Homeowner Services Representative at Compass Cove in Myrtle Beach. He believes that the concern of oil on the Gulf beaches has driven more people to visit Myrtle Beach. Phil says that rentals at the property he manages have been up and he credits a large part of that to folks who don't want to take a chance that a holiday in the Gulf area would be ruined by the oil on the beaches. I made some assumptions with the purchase price and of course we would try to get that even lower. One of the reasons that these condos do above average rental income is because the condo is considered a “lock out” which means it can be rented as a 3 bedroom, efficiency or 2 bedroom. That’s good for you too in case part of the condo is rented you could still come down with a smaller party and stay in part of it.&lt;br /&gt;When we EVER get the economy rolling again you can expect this to give you some positive cash flow as in the past these have produced almost 60k in gross rents. You get 59% of the gross rents here.&lt;br /&gt;&lt;br /&gt;This property is associated with the Breakers Group. The rental manager, The Brittain Group, has a stellar track record for producing some of the highest rental income on the beach and they also take less for their cut. You will notice that they all seem practically identical as the floor plans are the same and since these came furnished by the developer originally the furniture is almost all the same. It can usually take about 7 years from new to change out all of the furnishings and bedding. It doesn’t happen all at once but when the developer/rental manager notices that the couches are looking worn, they contact you to suggest that you replace it. Even though you could replace it yourself, the rental manager usually gets a much better price since they are ordering multiple couches. I have been told that we are still seeing lots of people coming to the beach but all of the ocean front condos and hotels had reduced their rates in the last year or so to attract the weary/broke vacationer. It turns out that is a better rental split than most ocean front rental managers give. And, the best split comes from one if the best rental managers in Myrtle Beach.&lt;br /&gt;&lt;br /&gt;The Brittain Group is the only ON-SITE rental manager on the ocean front in Myrtle Beach that has that low of a rate. Almost all of the other rental managers charge 46% so getting 59% is the best. It has been this way for as long as I have been selling the ocean front which is about 10 years now. In fact, The Brittain Group used to charge the typical 46% fee until last year when the economy took a turn for the worst. They were the only rental group that voluntarily decided to give the owners a better deal. (That could have been because LOTS of people complained that they were making less rent due to the rental manager lowering rates to tempt stressed folks to vacation.) But at least they listened and were reasonable whereas most other rental managers did not budge.&lt;br /&gt;&lt;br /&gt;The key is that the on-site rental manager may charge you more, but in 100% of the instances I have researched, they give you a better BOTTOM LINE than an off-site rental manager who only charges 30% to 35%. This is a weekly or nightly rental operation, not a month to month or annual situation. They also bring in approximately 28k of NET rental revenue, better in better economic times. They have the front desk, maid service, linens, towels, etc. They can put golf packages together and run very smoothly a 200+ condo hotel building. Go to TripSmarter.com and research some of the names of the resorts they manager like The Breakers, Breakers Boutique, The Caribbean, The Compass Cove, and Monterray Bay Suites to see comments from guests and go to the websites to see what the resorts offer. In the summer they offer “kid camps” and in the fall they will have cocktails and promos for golfers. They do spend time and money making sure your guests are happy and want to tell their friends and come back next year for a great vacation. Almost every day I seem to get conflicting information. About a year and a half ago the majority of my clients thought we had reached the bottom of the real estate cycle. But of course, we then learned about all of the bad loans made at the height of the ocean front condo market. What started a year and half ago as just a handful of foreclosure's has SKY ROCKETED into 100's of property's being sold at the County Courthouse foreclosure auction, short sales, and REO's. (Real Estate Owned by banks listed on the MLS.)&lt;br /&gt;&lt;br /&gt;This latest update shows record low mortgage interest rates but buyers are still not buying. New mortgages fell recently. This could be a sign that investors can take advantage of. Cash is king in the foreclosure market on the ocean front because while not impossible, it can be challenging to find.&lt;br /&gt;&lt;br /&gt;While we can't predict the future, I do know that recently a new Judge was added to the County Courthouse to deal exclusively with the backlog of foreclosed properties so I expect to see those numbers rise in the next few months. I also monitor the number of new pre-foreclosure notices (the first notice a foreclosing lender must give that is recorded) and those numbers seem to be falling. If those new notices continue to fall in number, that could be a sign that we are at the bottom or very close to it. You make an offer to the seller.&lt;br /&gt;If he accepts or will negotiate and you reach an agreement on a purchase price, the seller's agent or seller takes that offer to the bank holding the mortgage and the seller asks if the bank will accept the short sale.  If the bank accepts it, there will be other contracts to fill out and a timeline to close. &lt;br /&gt;&lt;br /&gt;In South Carolina it is law that you must use an Attorney to close the transaction so you will have counsel and advise regarding title insurance.&lt;br /&gt;&lt;br /&gt;Short sales and foreclosures are sold as is and you will be asked to sign that you agree.  Usually, if the condo has been on the rental program in the past it is in fine shape.  I have seen some though, where owners removed TV's and appliances but that is rare.  I'm right here so if you can't come to your closing I will do your walk through on that day.&lt;br /&gt;&lt;br /&gt;Now, not all properties advertised as short sales will end up as a successful transaction and sometimes they will sell for over asking price.&lt;br /&gt;It depends.  Sellers can only sell short if they are in severe financial hardship.....short selling is not a loophole for a bad investment.  Also, if there is a second mortgage on the property then odds are against the property selling short.  Usually in that case it goes into foreclosure so there may be another opportunity at the courthouse or when it comes back on the market for sale by the bank.&lt;br /&gt;&lt;br /&gt;Also, when a seller wants to sell short, he is required to do a mountain of documentation and cannot ask the bank if he can sell short until he has an offer in hand.  That is the reason that it can take up to 3 months to hear if the bank will consider the short sale.  Some sellers agents already have a contact because they have earlier presented an offer that was rejected but that can be good because at least a contact has been made and the bank is considering.  Also, if one offer is already presented to the bank the listing agent will not present any other offers until that first offer is rejected.  Then they will take any back up offers.&lt;br /&gt;&lt;br /&gt;6 months ago the majority of properties listed for sale as short sales didn't sell because the banks wouldn't let them.  Now, I see more and more properties selling short as the banks have gotten the message that they will lose more money in the long run.  But again, sometimes the bank can't take the short sale if the owner has other assets or there is a second mortgage,&lt;br /&gt;&lt;br /&gt;To make an offer we will use the standard SC approved real estate contract for condominiums.  Your offer should include an earnest money check in the amount of $2,000 which is made payable to my real estate trust account.  I only need a copy of the check to make an offer;  it wouldn't be deposited unless we have a ratified contract and then you will see a credit at closing for the amount in the trust account.&lt;br /&gt;&lt;br /&gt;You also must have either proof of cash funds or a letter from an approved condotel mortgage bank.  No exceptions here. Or just maybe you realize that now may be the best time to buy real estate if only you had the cash, and if only you could look to your bank to help finance that purchase.&lt;br /&gt;&lt;br /&gt;Condo Hotel Center may have a solution for you.&lt;br /&gt;&lt;br /&gt;What if I told you that you could have the cash you needed for that dream wedding without having to cash in your stocks?&lt;br /&gt;&lt;br /&gt;What if you could raise cash to invest in real estate without having to resort to bringing in a partner?&lt;br /&gt;&lt;br /&gt;Condo Hotel Center has recently connected with the oldest continuous provider of stock-secured loan financing in the United States. They are A+ rated by the Pennsylvania Better Business Bureau, and using their rather simple program, they have processed about $800 million in loans in the past 10 or so years.&lt;br /&gt;&lt;br /&gt;What This Means to You&lt;br /&gt;&lt;br /&gt;Let’s say you need money for any purpose; like that big wedding, sending the kids off to college or closing on your recent condo hotel purchase without having to put 30-40% cash down, you can do that now with financing that does not cost you any upfront money and without all of the usual hassles involved in getting your typical loan.&lt;br /&gt;&lt;br /&gt;Here’s How the Program Works&lt;br /&gt;&lt;br /&gt;Assuming that you have money in the stock market of any major international exchange, you can pledge the stock of the portfolio to the lender and get a loan of up to 85% of the value of the your stock portfolio.  You remain the beneficial owner of your shares, participate in their growth, and have the security of limited-recourse default if for some reason you can’t make the interest payments. In that case, you’d owe nothing beyond your forfeited shares, no matter how low their value may have fallen AND no negative reports would be sent to the credit bureaus.&lt;br /&gt;&lt;br /&gt;The best example of how this works is when you buy your new Mustang with a loan from Ford. You own the car and have it sitting in your driveway; however, Ford holds the title for the vehicle. Upon satisfying the loan, the title is then released to you.&lt;br /&gt;&lt;br /&gt;The nice thing is that you do not have to cash in the stock now to borrow money against it. And, considering that the value of your stock portfolio has probably dropped quite a bit this past year – ouch - not having to cash it in at its current reduced market value may be a real godsend.&lt;br /&gt;&lt;br /&gt;Competitive Terms&lt;br /&gt;&lt;br /&gt;Of course, there are certain terms and conditions, but for many borrowers they are more attractive than terms the banks could give – that is, assuming they were currently making loans at all. In a nutshell, here’s what is being offered:&lt;br /&gt;&lt;br /&gt;Loans are available for an amount up to 85% of the borrower’s stock portfolio. There is a minimum loan amount of $50,000 and a maximum loan amount of $200 million+.&lt;br /&gt;&lt;br /&gt;Loan programs offer either monthly, quarterly, semi-annual interest payments or no payments until the end of term balloon (not all loans will qualify for deferred interest payments).&lt;br /&gt;&lt;br /&gt;Terms are typically 2-7 years, at a fixed interest rate starting at 4.99%, interest only, and:&lt;br /&gt;&lt;br /&gt;There are no upfront fees.&lt;br /&gt;&lt;br /&gt;There are no credit checks.&lt;br /&gt;&lt;br /&gt;It doesn’t matter what you intend to do with the money, provided that it is for any legal purpose. The only exception is that the funds may not be used to repurchase marginable securities.&lt;br /&gt;&lt;br /&gt;Paperwork is limited, and there is no need for appraisals like in a typical home loan.&lt;br /&gt;&lt;br /&gt;There is no pre-loan qualifying misery; no 100 page forms to fill out; no need for tax returns, stated or otherwise; and no long wait times for decisions. Your stock is your "credit."&lt;br /&gt;&lt;br /&gt;Loans can be completed quickly, typically in as little as 5-10 days when all parties cooperate.&lt;br /&gt;&lt;br /&gt;Loans are limited recourse and limited exposure.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Limited Recourse&lt;br /&gt;&lt;br /&gt;Unlike the structure of typical loans that have payments due quarterly or semi-annually, this loan will have a balloon payment due at the end of the term. You can pay it off at that time, or alternatively, you can do the following:&lt;br /&gt;Refinance the loan.&lt;br /&gt;Sell the shares that you have pledged to repay the loan.&lt;br /&gt;Walk away from the shares you have pledged, even if the value of them at that time is less than the amount that you borrowed, and no negative credit bureau reports will be filed.&lt;br /&gt;&lt;br /&gt;So What’s the Catch?&lt;br /&gt;&lt;br /&gt;Typical home loans may have an average of 2 to 3 origination points. This lender charges 5 origination points. While this may seem high, recognize that the interest rate is very attractive, and that this is a non-recourse loan.&lt;br /&gt;&lt;br /&gt;That means the lender takes a risk that if this market drops and if your funds drop more than 15%, then you simply walk away, forfeiting the shares that you have pledged for the loan. And, since the origination points are taken from the loan proceeds, there are no up-front fees to you. Zero!&lt;br /&gt;&lt;br /&gt;This Lender Is Stable, Reputable&lt;br /&gt;&lt;br /&gt;Before introducing this new affiliate to you, as part of our due diligence, we at Condo Hotel Center contacted individual references who have completed deals with this lender. Their feedback was very positive.  We also spoke with a major accounting firm that did extensive research on this particular lender for one of its clients. South Carolina state legislature may rewrite a portion of the 2006 law that gave homeowners a tax break in exchange for a higher state sales tax. Lawmakers say they are concerned one provision of the law has hurt real estate sales in the state.&lt;br /&gt;Of particular concern, they say, is a requirement that homes and businesses be taxed at their full market value when sold. Advocates say that requirement has scuttled sales after buyers learned what their new tax bills would be. Both the House and Senate are working on bills that would eliminate that part of the law.&lt;br /&gt;Eliminating so-called "point-of-sale" property reassessment would mean a property's tax value could increase by only 15 percent every five years, a constitutional change approved by state voters in 2006.&lt;br /&gt;The property tax swap bill, known as Act 388, may soon be overhauled.  Right now though, with record low sales prices on property in the Myrtle Beach real estate market, point of sale basis for tax value is a huge plus with significant savings.  Property owners who bought at the peak of the market in 2005 are paying almost double taxes right now. Most 2 and 3 bedroom condos can still qualify for attractive loan programs though.&lt;br /&gt;&lt;br /&gt;I'm searching for money but until the larger picture of getting the banks to&lt;br /&gt;start lending again comes around, we are at a standstill for any purchases&lt;br /&gt;made with a mortgage. This is an ocean front studio type, probably about 325&lt;br /&gt;heated feet for $30,000.&lt;br /&gt;&lt;br /&gt;It is a foreclosure but it is marked on "Hold" right now because of what is&lt;br /&gt;going on at this resort. I did call the listing agent a couple of weeks ago&lt;br /&gt;and she tells me that she does have an accepted offer on it.&lt;br /&gt;&lt;br /&gt;It is on hold because the guy who owned a majority of the condos at the M&lt;br /&gt;Grande (where this is located) and operated the on sight rental desk&lt;br /&gt;defaulted on his loan and got way behind in his monthly homeowner payments.&lt;br /&gt;I understand that he has now left the country and there may be no remedy but&lt;br /&gt;to foreclosure on his huge block of condos. I think there are over 250 in&lt;br /&gt;this building.&lt;br /&gt;&lt;br /&gt;What is bad for the owners right now is that the front desk is closed and&lt;br /&gt;the city of Myrtle Beach has shut it down because there is no water or&lt;br /&gt;electricity to the building. So, the owners there now are kind of screwed&lt;br /&gt;out of any immediate rental income until this whole mess is taken care of.&lt;br /&gt;And that could take a long time. The homeowners are petitioning the courts&lt;br /&gt;to allow them to take control of the homeowners association and get the&lt;br /&gt;front desk open again but who knows what the judge will rule.&lt;br /&gt;&lt;br /&gt;So, yes the price is crazy low but there could be a lot of headaches&lt;br /&gt;associated with it.&lt;br /&gt;&lt;br /&gt;BUT, if you are looking at our MLS you probably see that prices are&lt;br /&gt;dropping. I see some prices dropping to 1999 price levels which means that&lt;br /&gt;some of the better properties will now come close to cash flowing with 25%&lt;br /&gt;down. Happy days are here again. Two bedrooms average around $800 and 3 bedrooms usually are over $1,000 per month.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Yikes you say.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Consider this: In MOST cases, the building insurance payment is included in that monthly HOA. In fact, the insurance payment amount can be 1/3 to 1/2 of that monthly HOA fee.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;So be aware. If you see a property listed for sale on the ocean front and the monthly HOA fee is substancially less, it could very likely be that the building insurance is assessed separately. Depending on the size and location of the condo, that separate fee can range from $1,800 to $4,000 every year.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Also generally included in that monthly fee are items such as interior electric, exterior building electric of common areas, water, cable, building maintenance, landscaping, pool maintenance, security, pest control, legal and accounting and homeowner management service.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;It's easier to tell you what it doesn't usually include. So far, there has been no stimulis or bail out planned for these folks.  Right now, the President is trying to stop massive foreclosures but only for primary homeowners.  Where does that leave the majority of property owners in our county?&lt;br /&gt;&lt;br /&gt;Things are not looking very good for these property owners. Real estate should be considered a long term investment.  He and I also agree that it is the best long term investment that anyone can make.  So, plan on holding long term and with that being said, purchase real estate that is affordable.&lt;br /&gt;&lt;br /&gt;The speculators messed up our Myrtle Beach market and we are just starting to see some good corrections in little pockets of the market.  Long term, we still have at least until the end of 2008 until we are in a more normal market.&lt;br /&gt;&lt;br /&gt;But, if you listen to Bill's video, he also stresses to do your research by using a knowledgeable professional.
